He has been director of the first National Program of Science and Marine Technology, and Assistant Director of the European Marine Committee of the European Science Foundation (1996-1999). He was member of the Advisory Scientific Committee by the study of the collapse of the Prestige boat (2002-2003). Its scientific work has been centered in the understanding of marine environment and the sustainable management of the zones coasts. The year 2003 was granted him the National Prize of Investigation Alexandre Malaspina de Ciencias and Tecnología of the Natural Resources.
